DEval - Germany: AI assistant to strengthen country context analysis
Conducting complex country evaluations
For organisations conducting complex evaluations, the depth and quality of analysis depend on how quickly teams can synthesise diverse sources, trace analytical decisions, and ensure methodological rigor. To strengthen DEval’s country programme evaluations, GFA’s Digital Innovation Unit partnered with the institute to co-design a customised, chat-based RAG (retrieval-augmented generation) tool with a human-in-the-loop workflow for producing high-quality country context analyses.
Country context analyses are a cornerstone of DEval’s evaluation work. They span multiple analytical dimensions, drawing on multilingual national and international sources, and evolving iteratively over several months. Ensuring methodological robustness and transparency places high demands on evaluators and systems alike. Recognising the need to enhance output quality, traceability, and data governance, the responsible Digital Innovation Unit (DIU) team conducted a co-design process,developing a tailored solution that enables evaluators to work more efficiently without compromising DEval’s high standards.

Guide structured analysis across complex dimensions
Mirroring DEval’s established analytical framework, the interface leads evaluators through flexible yet systematic chat sessions. Master Prompts are centrally managed and versioned, allowing evaluators to validate prompt quality jointly before organisation-wide deployment.
Ensure full transparency & auditability
A dedicated tracing tool documents all interactions, allowing evaluators and auditors to search, review, and reconstruct past reasoning steps. An AI attribution framework clarifies which parts of an analysis were generated with AI support and which inputs the system relied on, providing transparency into the workflow. This ensures lasting traceability while preserving user privacy at all times.
Maintain rigorous quality & data control
Programme evaluations are fully ring-fenced: documents are stored and processed entirely within the ring-fenced DEval environment, separate from the public internet, and each evaluation workspace is kept locally distinct. An integrated RAG agent generates high-quality citations for all outputs, and evaluators can directly open referenced passages and original documents to validate results within seconds.

Extracting knowledge from complex data
For European Union accession candidates, the speed of negotiations hinges largely on how quickly a candidate country can implement reforms and bring their national laws into line with the vast body of EU legislation, known as the acquis.
To support Ukrainian negotiation efforts, we are partnering with the Ministry of Health on a EU-funded project to streamline policy analysis using AI-enhanced workflows.
The project team recognised a pressing need for enhanced legal support to speed up document consultation and analysis. In response, we swiftly built a prototype and presented a compelling case to allocate funding for the creation of our AI powered tool. We developed a multilingual web-based app for Ukrainian legal experts to boost deep document search and conduct a comprehensive gap analysis, enabling rapid completion in a fraction of the time.
